Guest registration does not include admittance to the Convention General Sessions, Breakout Sessions, or Local Tours. MEALS Wednesday and Thursday lunches and Thursday and Friday breakfasts are included with your full Convention registration fee. COMMUNITY EXCELLENCE AWARD The League recognizes innovative solutions through the peer-nominated Community Excellence Award, a spirited competition we affectionately call “The Race for the Cup.” This year’s winner will be decided by the entire Convention delegation. Our four nominees will make presentations on Wednesday, September 22, immediately following the opening General Session. Voting will take place at the Community Excellence Award voting booth in the foyer area from Wednesday, Sept. 22, from 3:30 to 5:30 pm and again on Thursday, Sept. 23, from 7:30 am to 3:00 pm. Voting will also be available via the conference mobile app on-demand. Our official auditors, Plante Moran PLLC, will oversee the voting booth and count the ballots. The Community Excellence Award Cup will be presented on Friday, Sept. 24, at the closing General Session. EVALUATIONS Evaluation forms for Breakout Sessions will be available at each session as well as on the app. The overall evaluation form will be emailed following Convention and available in the app. CORE LEGISLATIVE PRINCIPLES In accordance with the League Bylaws, the Board of Trustees has considered statements of policy in advance of the annual meeting. Clerks from member municipalities were notified in August that the 2021-2022 proposed League Core Legislative Principles were available on the League website. In the Annual Meeting Notice, official voting delegates were requested to print the proposed Core Legislative Principles from the League website and bring them to the Business Meeting on Wednesday at 4:15 pm in Ambassador East at The Amway Grand. ICMA CORE COMPETENCY CREDITS The International City/County Management Association (ICMA) offers a voluntary credentialing program to recognize professional local government managers and to promote lifelong learning. To assist managers who are considering or already participating in the program, the League will list one or more of ICMA’s 18 core competency (CC) areas for each of the Convention sessions. GENERAL SESSION PRESENTERS
ROSALYNN BLISS | MAYOR Grand Rapids
Mayor Rosalynn Bliss became the City of Grand Rapids’ first female mayor when she took office on January 1, 2016. She was re-elected for a second term in November 2019. She previously served as a Second Ward City Commissioner for 10 years. Mayor Bliss also is serving as the Frederik Meijer Endowed Chair in Entrepreneurship and Innovation in Grand Valley’s Frederik Meijer Honors College, where she teaches in the Honors College. She
earned bachelor’s degrees in psychology and criminal justice from the University of South Alabama and a master’s in social work from Michigan State University. Mayor Bliss is an active member of the community. She is past president of the Michigan Municipal League and currently serves on the boards of the Downtown Development Authority, Experience Grand Rapids, Convention Arena Authority, Friends of Grand Rapids Parks, Grand Rapids Promise Zone Authority, National League of Cities Council on Youth, Education, and Families, Urban Core Mayors, The Economic Club of Grand Rapids and the Interurban Transit Partnership. Mayor Bliss has been recognized and honored locally as well as statewide for her commitment, dedication and work in the field of child abuse and neglect and for her leadership in the community. As mayor, she is committed to supporting small businesses and entrepreneurs, working to create a cleaner, healthier and safer community, and has a commitment to addressing disparities in our community to make sure that Grand Rapids is a great place for everyone.

TIM DEMPSEY | VICE PRESIDENT Public Sector Consultants
Tim Dempsey is a vice president of the talent and economics team at PSC. In his role, Tim specializes in community and economic development and is a key researcher and policy analyst, working with clients at the local, regional, and state levels to develop actionable solutions. Tim has been PSC’s project manager for MML’s ServeMICity program, providing strategic advisement and program support to Michigan cities and villages on the Coronavirus Aid,
Relief, and Economic Security (CARES) Act and the American Rescue Plan Act. Prior to working with PSC, Tim acted as director of the Department of Planning, Building, and Development as well as deputy city manager for the City of East Lansing. In these positions, he oversaw the department’s planning and zoning, community and economic development, building, housing, and downtown parking divisions. Tim’s responsibilities included comprehensive planning, business district revitalization, affordable housing development, tax increment financing, public- private partnership creation, and technology incubator development. Tim holds a BA in Geography from the State University of New York at Geneseo, with an emphasis in planning and urban studies, and an MA in Geography from Miami University, with an emphasis in market analysis and urban planning.
SHANNA DRAHEIM | DIRECTOR, POLICY RESEARCH LABS Michigan Municipal League Shanna Draheim joined the Michigan Municipal League in August 2016 as the director of policy development. In her role, she oversees special research initiatives and projects related to the strategic goals of the League, and collaborates with members and other stakeholders to identify research needs and policy recommendations. Draheim brings significant expertise in community development, urban policy, sustainability and environmental protection, economic development, and clean energy policies.

Prior to joining the League, Draheim was a senior consultant with Public Sector Consultants, where she conducted research and managed projects for the firm and its clients on a wide range of public policy subjects. She also served as the head of Shepherd Advisors’ Community Sustainability practice area for several years, and spent over a decade in federal and state posts. With the State of Michigan’s Great Lakes programs, she led efforts to develop and implement management plans and restoration criteria for historically contaminated waterways. At the federal level, she worked for the U.S. Environmental Protection Agency and the National Science Foundation managing environmental grant programs, developing watershed and wetland protection programs, and reviewing federal energy projects for compliance with environmental regulations. Draheim has also served as an elected member of the East Lansing City Council since 2015. She holds a BA from James Madison College at Michigan State University, and an MA in Environmental Planning from Indiana University’s School of Public and Environmental Affairs. She lives in East Lansing with her husband and three children.
CHRIS HACKBARTH | DIRECTOR, STATE & FEDERAL AFFAIRS Michigan Municipal League Chris Hackbarth assumed his current role as director of state and federal affairs for the League in January 2015 following his earlier role as a legislative associate from 2009 to 2011. Chris has worked on policy issues related to taxation and finance, appropriations, transportation, local government policy, elections and municipal labor legislation.
Over the course of his 20+ year career in and around state government, Chris has spent time working for leadership in both the Michigan House and Michigan Senate, for the Michigan Secretary of State and the Michigan Attorney General’s Office, as well as lobbying for Midwest Strategy Group. Chris has a BA in International Relations from Michigan State University’s James Madison College and lives with his family in the Lansing area.

BOBBY HOPEWELL | PRESIDENT & CEO Mobile Health Resources Bobby J. Hopewell is president and chief executive officer of EMS Survey Team and Mobile Health
Resources. Additionally, Mr. Hopewell served from 2007 to 2019 as the 30th and longest serving mayor of the City of Kalamazoo, MI. Hopewell has 35 years of healthcare, leadership, and public service experience. He is a paramedic and has been a leader with three EMS agencies and an administrator for two Michigan health systems. Bobby was appointed by Michigan Governor Whitmer to the Michigan Economic Development Corporation Executive Committee, and by Former Michigan Governor Snyder to the Michigan Community Corrections Board. He also serves as a co-founder and Lifetime Emeritus member of the Kalamazoo Foundation for Excellence. Hopewell earned his Bachelor of Arts in Public Service Administration from Siena Heights University and received his Master of Arts in Organizational Learning and Performance from Western Michigan University.
MINYA IRBY | AGENCY PRINCIPAL Cooper Irby Brewster Professional Services Minya Irby is the agency principal at Cooper Irby Brewster Professional Services, a commercial insurance agency headquartered in Detroit, MI. She is also founder and market manager of the Jefferson Chalmers Farmers Market, a 501(c)3 nonprofit designed to incubate micro agribusinesses and micro businesses to solve the problem of food
access in the community through art. She is the proud mother of two sons, Devon and Khalib; and a graduate of the University of North Carolina at Charlotte and Detroit’s Martin Luther King, Jr. Senior High School. She loves working in her community and serving as a conduit for resources to residents within her community. Her family have been residents of the Jefferson Chalmers neighborhood since 1946.

ROBERT LA FAVE | VILLAGE MANAGER– COMMUNITY SOLAR ARRAY Village of L’Anse Bob is currently the village manager of the Village of L’Anse, MI for the past 13 years, where he is the chief executive officer. He oversees all aspects of government operations within the municipal unit, including all aspects of village services and utilities; including police, fire, street and public works, parks and recreation, zoning/planning, code enforcement, economic
development, the Downtown Development Authority, water, sewer, and electricity. Bob has served on the MSU-Extension/Ag Bio Research statewide board, as a trustee of the Michigan Municipal Executives (MME, formally MLGMA), and currently is a trustee for the League. Bob holds a BA fromMichigan State University’s
James Madison College, an MPA from Grand Valley State University, and currently is a PhD candidate at Michigan Technological University.
JOHN LAMACCHIA II | ASST DIRECTOR, STATE & FEDERAL AFFAIRS Michigan Municipal League John LaMacchia is the assistant director of State & Federal Affairs for the Michigan Municipal League where he advocates on behalf of cities and villages with a concentration on transportation, infrastructure, and energy issues. John joined the League in January of 2013 as a legislative associate. In 2015, he was honored by the Michigan Society of Association Executives as one of 15 in ’15 Rising Leaders.
Prior to joining the League, John served as chief of staff for former Sen. John Gleason for six years and previously working in the office of former Senate Minority Leader Bob Emerson. John has a bachelor’s degree in Economics from Michigan State University and lives in Dewitt with his wife Dana and three children.

THERESA ROSADO NANASY | OWNER Casa de Rosado Galeria Theresa Rosado founded Casa de Rosado Galeria & Cultural Center in 2017 as a testament to the living traditions and history of Chicanx, Latinx, Afro Caribbean and Indigena arts and culture within our state.
Established in 2017, Theresa hosts and coordinates exhibits, workshops & community panels at the galeria and assists in leading a large community Dia de Los Muertos celebration, a 25-year living tradition of the Chicanx, Latinx, Afro Caribbean and Indigena people in Lansing. In addition to her service at the galeria, Theresa is an artist, photographer and videographer, writer and prolific community gardener that celebrates her heritage by decolonizing the land with plants native to the Americas. During the summer she enjoys traveling in her pop-up camper with her son in our beautiful state and national parks in Michigan.
RYAN SOUCY | SENIOR ECONOMIC DEVELOPMENT & COMMUNITY PLANNER Central Upper Peninsula Planning & Development Regional Commission Ryan’s diverse experience in planning, zoning, and specialized training in community and economic development can assist communities with a
variety of services and planning needs from capital improvement planning, zoning and permitting, design charrettes, and much more. Ryan is a member of the American Institute of Certified Planners and enjoys hiking, biking, and spending time outdoors with his family.

MARK VANDERPOOL | CITY MANAGER City of Sterling Heights The city manager is the chief administrative officer of the city appointed by the mayor and the city council. Mark Vanderpool’s responsibilities include oversight of the day-to-day operations of the city, enforcement of city ordinances, recommendation of policy issues to the city council and preparation of an annual budget
for the council’s review and approval. Vanderpool has more than 35 years of municipal management experience. He began in Sterling Heights as city manager on July 1, 2004 and previously served as assistant village manager for Skokie, IL. for 11 years. He also served as assistant city manager for Tecumseh, MI for four years, and as an administrative intern for Skokie for two years. He earned his bachelor’s degree in public administration/political science from Augustana College and a master’s degree in public administration from Northern Illinois University. Vanderpool is married to Kim, and has four grown children: Ashleigh, Tiffany, Marcus and Cole.
MARILYN VLACH | TREASURER, CENTRAL NEIGHBORHOOD Traverse City
Born and raised in the Chicago area, Marilyn moved to Traverse City, MI in 1986. While raising her family and choosing to be a stay-at-home mom, she made an intentional commitment to immerse herself in the community by volunteering in schools, church and other organizations. She continues to respond to volunteer needs in the community today. As a strong advocate for the health and safety of our children,
she held leadership positions on various non profit boards. Instrumental in the development of the Traverse Bay Children’s Advocacy Center, a regional response center for the intervention and prevention of sexually abused children, she served on the board and continues as a member of the Fund Development Committee.

Additionally, she volunteers at the Grand Traverse County Probate Court providing minor guardianship reviews and as a Court Appointed Special Advocate. Living in the historic downtown neighborhood of Traverse City for 34 years, she has been active in the Central Neighborhood Association and is currently the treasurer. As founder and organizer of TCPorchFest which is now in its 3rd year, she sees this event as key to developing and strengthening the personal relationships that are requisite to a healthy community. This neighborhood gathering in the fall with musicians playing pro bono for one afternoon on multiple porches is a highlighted event of the neighborhood, creating camaraderie and reconnecting the residents with each other.
SHERI WELSH | PRESIDENT & CEO Welsh & Associates Sheri Welsh is the president & CEO of Welsh & Associates and her career includes more than 20 years of experience in talent attraction, selection, and retention as well as human resources consulting. Founding Welsh & Associates in 2002, today the firm is recognized as an industry leader, serving companies throughout all of West Michigan, including the greater Kalamazoo and Grand Rapids areas, and beyond. Sheri’s success has been built upon a solid foundation of ethical conduct and long-term, trusting relationships with employers and professionals alike.
She holds a BS in Business Administration from Central Michigan University and is a Senior Professional in Human Resources (SPHR), SHRM Senior Certified Professional (SHRM-SCP) Certified Personnel Consultant (CPC) and Certified Employee Retention Specialist (CERS). .

WILLIAM WILD | MAYOR & MICHIGAN MUNICIPAL LEAGUE BOARD PRESIDENT City of Westland
William Wild has served as mayor of the City of Westland since 2007. Dedicated to forward- thinking policy innovation, he has put Westland, a town of 85,000 residents, on the national map with recognition as one of “America’s top 50 places to live, work and play” by Wall Street 24/7 magazine. Under Wild’s leadership, the City of Westland has benefited from initiatives like “Westland Mission: Green!” which
promotes environmental best practices, the “Compassionate City Program,” a goal to incorporate a friendly and humane lens into community planning and activities, and the “Passport to a Healthy City” program, designed to empower Westland residents to live healthy and fulfilling lives. An active public servant since 1999, Wild began his service career as a member of Westland’s Planning Commission and in 2001 he began a seven-year tenure as member of the Westland City Council. He is a member of the U.S. Conference of Mayors, SEMCOG Economic Development Task Force, and serves on the Board of Directors for the Thai Initiative, a Seattle-based nonprofit that leads the way in creating subnational relationships between the United States and China. His term expires in 2021.
GLENN WILSON | CO-FOUNDER & PRESIDENT/CEO Communities First, Inc. Glenn Wilson is Co-Founder and President/CEO of Communities First, Inc. and leads an award- winning organization as it responds to the great need that distressed communities face in regards to economic development and affordable housing. The organization has secured more than $50 million in funding, primarily for real estate development projects, and provided jobs to more
than 400 people due to Wilson’s leadership. Glenn has expansive knowledge of real estate and community development, serving as the primary lead for these activities since the organization’s inception in 2010. His background in healthcare, real estate, financial management, business development, transportation, marketing, and entrepreneurship has translated well to into his community development work. Glenn is experienced in crisis management, creating organization vision, and translating those visions into community results.

Municipalities have been receiving initiatory petitions for both ordinances and charter amendments for recreational and medical marihuana. The Michigan Regulation and Taxation of Marihuana Act (MRTMA) provides, “Individuals may petition to initiate an ordinance to provide for the number of marihuana establishments allowed within a municipality or to completely prohibit marihuana establishments within a municipality.” The medical marihuana statute, MMFLA, does not provide for an initiatory process. As a result, citizen groups are submitting petitions for charter amendments. This session will cover both ordinance and charter amendment petitions for recreational and medical marihuana. These questions will also be addressed: What happens if a proposed ordinance goes beyond the statutory parameters? How does the statute relate to a city charter, which may have its own petition requirements? What role do municipalities play in ensuring that the various legal requirements for ordinances and charter amendments have been followed?
